Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 2:00 p.m. at the regular meeting place with the following members present to wit: Tano E. Tijerina, County Judge Frank Sciaraffa, Commissioner, Pct. 1 Rosaura "Wawi" Tijerina, Commissioner, Pct. 2 John C. Galo, Commissioner, Pct. 3 Jaime Alberto Canales, Commissioner, Pct. 4 Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 10th day of July 2015. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court. |

4. | Public Comment - This section provides the public the opportunity to address the Commissioners Court on any items on the Agenda. Members of the public wishing to participate must complete a Witness Card specifying which agenda item they wish to comment on. Each public member will be allowed a total of Three (3) minutes within which to make any/all public comments. Barry E. Bernier, 1st Sergeant, U.S. Marine Corps (Retired) Mr. Bernier asked that his full statement be recorded by the County Clerk in the records of the proceedings. Mr. Bernier spoke in support of Mr. David Garza. |

Administrative Services Department 2. Bruni Community Center 3. Building Maintenance 4. Carlos Aguilar Activity Center 5. Economic Development/CAA / Self Help 6. El Cenizo Community Center 7. Engineering Department 8. Ernesto J. Salinas Community Center 9. Fernando A. Salinas Community Center 10. Fred M. Anita Bruni Community Center (Peñitas) 11. Head Start Program 12. Indigent Health Care Services 13. Larga Vista Community Center 14. Law Library 15. Information Technology 16. Medical Examiner 17. Mirando Activity Center 18. Planning & Physical Development 19. Pre Trial Services 20. Public Defenders 21. Public Information Officer 22. Rio Bravo Community Center 23. Road & Bridge Department 24. Santa Teresita Community Center 25. Veterans Service Office 26. Webb County Fire/EMS Chief Action to be taken by Commissioners Court may include continuation of employment, reassignment, and modification of duties, disciplinary action, dismissal or other actions. The Commissioners Court may take such other action as may be necessary to implement its decisions including, but not limited to, appointment of interim department heads and/or permanent appointment of department heads; and any other matters incident thereto. Discussion on file at the Webb County Clerk's Office July 13, 2015 Commissioners Court Special Meeting DVD. Judge Tijerina stated that action would only be taken when making a motion for termination. County Attorney's Office, Mr. Ramon Villafranca, County Attorney, Mr. Marco Montemayor, and Commissioners Court Administrator, Mr. Leroy Medford were all present to address the Commissioners Court on item #5. The Commissioners Court evaluated the following Webb County department heads in the order that follows. 1. Administrative Services Department, Cynthia Mares 2. Bruni Community Center, Nelda Cortinas 3. Building Maintenance, Interim, Luis Perez Garcia 7. Engineering Department, Luis Perez Garcia 4. Carlos Aguilar Activity Center, Rachael Rangel Motion by Commissioner, Pct. 1 Frank Sciaraffa, seconded by Commissioner, Pct. 3 John C. Galo to place Ms. Rangel on a two (2) month probationary period and to have Mr. Medford work on an action plan Cmr. Sciaraffa stated that he would bring the item back. Cmr. Galo withdrew his second. |

County Attorney's Office, Mr. Ray Rodriguez was present to address the Commissioner Court. Cmr. Sciaraffa stated that he would be appointing Vicenta Johnson as Interim and that he would be forwarding the application. 6. El Cenizo Community Center, Ricardo Molina 9. Fernando A. Salinas Community Center, Jose A. Pantoja 10. Fred M. Anita Bruni Community Center (Penitas), Javier Cavazos Commissioners Court Administrator, Mr. Leroy Medford stated that Mr. Javier Cavazos asked if he could be rescheduled due to a conflict with his schedule. 11.
