Commissioners Court Special Meeting

Let it be remembered that a special meeting of the Webb County Commissioners Court was held at 9:00 a.m. at the regular meeting place with the following members present to wit:

Tano E. Tijerina,                                            County Judge
Rosaura "Wawi" Tijerina,                               Commissioner, Pct. 2
John C. Galo,                                                 Commissioner, Pct. 3
Jaime Alberto Canales,                                  Commissioner, Pct. 4

Thus constituting a quorum, the Commissioners Court proceeded to act upon the Agenda as posted in the meeting notice of the 7th day of August 2015. Present also were Ms. Virginia Martinez, Deputy County Clerk representing Mrs. Margie Ramirez Ibarra, Ex-officio Clerk of the Commissioners Court, various officers and others interested in the business of the Court.
 
 
               
1.   Roll Call by Chief Deputy County Clerk, Mrs. Lucina D. Perez on behalf of the Honorable Margie Ramirez-Ibarra, Webb County Clerk
 
  Motion by County Judge Tano E. Tijerina, seconded by Commissioner, Pct. 3 John C. Galo to excuse Cmr. Sciaraffa
  Vote: 4 - 0 Motion Carried
 
Other: Commissioner, Pct. 1 Frank Sciaraffa (ABSENT)
 
2.   Open Public Hearing on Tax Increase (pursuant to Chapter 26, Tax Code) by Honorable Tano E. Tijerina, Webb County Judge.
 
  Motion by Commissioner, Pct. 3 John C. Galo, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina
  Vote: 4 - 0 Motion Carried
 
Other: Commissioner, Pct. 1 Frank Sciaraffa (ABSENT)
 
  Judge Tijerina asked if there was anyone for or against.

No one responded.
 
3.   Public Hearing on Tax Increase. Last year, the Webb County property tax rate was 0.414700. That rate raised $74,216,836 in revenues, a portion of which was used to fund maintenance and operations such as for road and bridge, law enforcement, judicial functions, count government, health and welfare, recreation and culture, community service, and other sources and uses. This year, Webb County is proposing a property tax rate of 0.414700. That rate will raise $78,216,053 which is $1,001,698 more in revenues than that raised by taxes imposed last year.

Tax Assessor Collector, Ms. Patricia Barrera was present to read item #3 and to address the Commissioners Court.

Ms. Barrera stated that the correct figures on item #3 should read as; $3,999,217 more in revenues instead of $1,001,698. She stated that $1,001,698 is the amount corresponding to the new properties.

Ms. Barrera stated that if your property value remained the same, your tax for Webb County is the same.
 
  Motion by Commissioner, Pct. 4 Jaime Alberto Canales, seconded by Commissioner, Pct. 2 Rosaura “Wawi” Tijerina to close Public Hearing
  Vote: 4 - 0 Motion Carried

4.   Announcement of the date, time and place of the 2nd Public Hearing to consider the tax increase. The 2nd Public Hearing will be held on August 24, 2015 at 9:00 a.m., at the Webb County Courthouse, Second Floor, Commissioners Court, 1000 Houston St., Laredo, TX 78040. You have the right and are encouraged to attend the hearing and make comments if you wish.
 
  Tax Assessor Collector, Ms. Patricia Barrera was present to read item #4.
 
5.   Close Public Hearing
